Mobile Vendors in El Paso Can't Operate Within 1,000 Feet of Competitors

I've heard the State offer heath concerns as a reason to try and shut down these vendors - albeit I think these trucks can run sanitary operations so this worry I don't find founded - but El Paso doesn't even really seem to offer a reason besides blatant protectionism. Thoughts?
